Authors are not allowed to withdraw submitted or published manuscripts because withdrawal is a waste of valuable resources. The editors and reviewers have spent a great deal of time processing the submitted manuscript, in addition to the funds and effort invested by the publisher. It is highly unethical to withdraw a submitted manuscript from one journal in order to be accepted by another journal.
